West Safety Communications TSP Services
The West Safety Communications TSP Services pages are designed to support Telecommunications Services Providers (TSPs) that need to connect to the West Intelligent Emergency Network® for delivery of their end-customers’ 9-1-1 calls and location information to public safety answering points (PSAPs) that have designated West as their 9-1-1 service provider. After migration from the current 9-1-1 service provider, West’s network serves as the only means for 9-1-1 calls placed within these jurisdictions to reach their designated PSAPs.
After executing an interconnection agreement with West, there are two types of West Safety Communications TSP services required for delivery of 9-1-1 traffic to these PSAPs.
1. Interconnection to the West Routing Service
West A9-1-1 Routing is West’s selective router (SR) replacement service. Interconnection entails ordering DS1 and DS0 trunk termination services from West Safety Communications via this web site and arranging for trunks from the TSP’s preferred supplier to terminate 9-1-1 traffic at West’s point of interconnection (POI). Information and access to West’s TSP Interconnection Services may be found on the Interconnection to West Routing Service page.
2. Automatic Location Information (ALI) Management
ALI Management entails the provisioning and maintenance of TSPs’ end-customer location information for delivery with 9-1-1 calls. ALI Management guides for wireless, wireless, and VoIP service providers may be found on the ALI Management page.
Interconnection to the West Selective Routing Service
West provides an A9-1-1 selective routing service that integrates voice and data, enabling public safety entities to more efficiently implement new technologies, while providing more control over 9-1-1 call routing throughout the Public Safety jurisdiction.
In order for a TSP to deliver its customers’ 9-1-1 calls directly to the West selective router, it is necessary for the TSP to interconnect with West Safety Communications. Interconnection to the West network is subject to the terms and conditions specified in a tariff or price list. Information pertaining to West tariffs or price lists can be found on http://jintaizqw.com/tariffs/
Upon request, West Safety Communications will provide the TSP with a User ID and Password to access the West Secure site. The Secure site is where the West Safety Communications Access Service Request (ASR) form and a list of jurisdictions served by West A9-1-1 are located. To obtain a User ID and Password, please send an email request that includes your name, company name, direct phone number, and email address to West Safety Communications.

ALI Data Management
West works with Telecommunications Service Providers (TSPs) to establish procedures for the provisioning of 9-1-1 caller location and call routing information necessary for an emergency call to be processed by the West Intelligent Emergency Network®. These 9-1-1 calls may originate from fixed devices as well as from mobile and nomadic devices.
The documents provided at the following links describe the procedures for delivering accurate and current Service order Information (SOI) to populate the database system.
